Rajeev Chandrasekhar, the Minister of State for Electronics and Information Technology in India, announced on Wednesday that the government aims to establish computing capacity for artificial intelligence (AI) accessible to private start-ups and researchers by early January next year. The capacity will be generated through collaborations with both the public sector and private companies. Chandrasekhar highlighted the goal of creating a conducive framework for AI compute capacity, aiming to build the largest and most diverse set of datasets globally for the research and start-up ecosystem. He made these statements at the Global Partnership on Artificial Intelligence (GPAI) summit in Delhi.

While acknowledging the ongoing efforts of Indian companies in AI development, Chandrasekhar noted that limited access to powerful computing capacity is a hindrance. To address this, the government plans to restrict access to Indian datasets to trusted models through a policy and legal framework. The minister emphasized the need to prevent misuse of data, pointing out instances where unrestricted access to data in democratic countries has been exploited by certain nations. The intention is to establish controls to ensure only trusted and secure models gain access.

Chandrasekhar also mentioned the ongoing international efforts to establish basic principles, building blocks, and ground rules for AI. He anticipates an agreement among like-minded countries within the next six to nine months, emphasizing the urgency of global collaboration in shaping the future of AI. The minister participated in a panel discussion with counterparts from the United Kingdom and Japan, highlighting the importance of a global and inclusive process in shaping the AI landscape.
