ELI Scheme Opens to All Companies, Guidelines Coming Soon

The ELI Scheme, previously available to select sectors or qualifying enterprises, has now been expanded to cover all companies, both large corporations and smaller businesses. Speaking at a press briefing, Ministry of Labour and Employment Joint Secretary Anil Kumar said, “The decision to open the ELI Scheme to all eligible companies reflects our commitment to inclusive job growth. We recognize that every business, irrespective of size, plays a crucial role in generating employment opportunities for India’s vast workforce.”

New Guidelines to Clarify Eligibility and Operation

With the ELI Scheme’s expansion, there has been widespread anticipation regarding updated operational guidelines. According to government sources, the revised rules will clarify eligibility criteria, application procedures, incentive calculation methods, and compliance requirements.

“Detailed guidelines are currently being finalized to ensure transparency and fairness in scheme implementation,” Kumar stated. “We expect to publish the comprehensive document within the next two weeks on the Ministry’s official website.”

Industry insiders believe that the updated framework will address loopholes and ambiguities identified in previous phases, pledging better support for participating companies and greater accountability in job creation.

What Is the ELI Scheme?

Launched as part of India’s ambitious labour reforms, the Employment Linked Incentive (ELI) Scheme incentivizes companies to generate new, formal-sector jobs by offering financial benefits tied to incremental payroll additions. The scheme aligns with broader government objectives to formalize employment, encourage workforce participation, and promote inclusive economic growth.

In earlier iterations, the ELI Scheme focused on manufacturing and select services sectors, excluding many businesses that sought to participate. The current expansion marks a significant departure from that targeted approach.

Industry Reaction: Welcoming Inclusivity

Industry bodies and trade associations have largely welcomed the policy decision as a vital boost for businesses nationwide.

Sunita Sharma, President of the Federation of Small Enterprises, remarked, “Opening the ELI Scheme to all companies is a game-changer. Small and micro businesses often face resource constraints; this incentive will help them hire and retain talent, contributing significantly to grassroots job creation.”

Similarly, Rajiv Gupta, HR head at a mid-sized IT firm, said, “The assurance of updated guidelines will help us plan recruitment strategies effectively and take advantage of government incentives to expand our workforce.”

Economic Impact and Broader Implications

Experts predict that broadening ELI eligibility could result in a substantial increase in formal sector employment. According to estimates from the National Council of Applied Economic Research (NCAER), the ELI Scheme could produce over 2 million new jobs in its initial expanded phase, especially if the guidelines facilitate easy participation by MSMEs and startups.

Dr. Meera Venkatesan, a labour economist at Jawaharlal Nehru University, emphasized, “Extending the scheme to a wider base is not only pro-employment but also crucial for formalizing India’s labour market. Clear guidelines and simplified processes will be key to the initiative’s success.”

However, some experts caution that consistent monitoring and periodic reporting mechanisms need to be strengthened to prevent misuse and ensure that incentives translate directly into real employment gains.
